With a large active fishing fleet based on the island there is a constant need for people to get back and forth between the shore and boats. Many small boats are left tied up by fisherfolk so that they can be quickly reached to go out to their boats.
Also in the harbour are a variety of small boats where are here because, as an official Typhoon Shelter, this is a safe place to "park"; your boat when not in use. The insurance that boat owners have to take out requires them to keep their vessels in a sheltered place in case of storms.
You can see this scene as you walk from the ferry pier northwards along the edge of the harbour towards the Pak Tai temple, it's just beside the seafood restaurants at which many visitors dine.
